Borough Property and Operations

Q: What are the Borough office hours?

A:  All Borough staff work part-time and do not maintain set hours. This flexible scheduling allows for attendance at out-of-office meetings with other entities, running Borough errands, as well as availability during evenings for other work-related duties such as snow plowing, attending evening committee and council meetings, and conducting other Borough business as needed.

A: The recycling center is open 24/7

Q: What can be recycled?

Q: Can I use the pavilion in the park?

A:  The pavilion is available free of charge on a first-come, first-served basis. However, if you’d like to guarantee its availability for your event, we recommend reserving it in advance. Once reserved, we will post notices to indicate that the pavilion is specifically reserved for your event, and no other uses will be permitted on that day.

Q: What are the duties of Borough Council?

A: Borough Council is the legislative body of the Borough.

As per the Borough Code, the duties of Borough Council include

  • Adoption of the annual budget
  • Establishment of policies for the conduct of Borough affairs
  • Enactment of ordinances and resolutions for the protection of the public’s safety and welfare
  • Approval of contracts and bids
  • The council is also responsible for the appointment of the Borough Manager and other respective officials, along with members of various municipal boards and commissions.

Q: Why doesn’t the Council Enforce Ordinances, or perform the group walk-arounds?

A: The Borough Council does not have enforcement powers. The New Berlin Police Department enforces Borough Ordinances.

Q: Can I open a rental property in town?

A:  Yes, the Borough has an ordinance that requires landlords to register their rental properties. Please contact the Borough Office for more information and assistance with the registration process. We’re here to help guide you through the process.

Q: What type of construction or development requires permits?

Q: Can the Borough show me where my property lines/boundaries are located? 

A:  Borough staff handle administrative, maintenance, and other municipal duties. Their roles do not include land surveying. In Pennsylvania, land surveying, including boundary marker setting, requires licensure by the State. Hiring a licensed surveyor assures you that you will obtain accurate information regarding your property and its boundaries.
